Soldiers or police officials who died in action
  • A person who, as a soldier or police officer, sustained an injury or disability and died while performing combat or equivalent duties
  • A civilian military employee who died while performing combat or equivalent duties before December 31, 1959
Soldiers or police officials wounded in action
  • A soldier or police officer who, while performing combat or equivalent duties, sustained an injury or disability and was discharged or retired, and whose injury or disability was rated as Grade 1 to 7 in a physical examination conducted by the Minister of Patriots and Veterans Affairs
  • A civilian military employee who, prior to December 31, 1959, sustained an injury or disability while performing combat or equivalent duties, retired thereafter, and whose injury or disability was rated as Grade 1 to 7 in a physical examination conducted by the Minister of Patriots and Veterans Affairs
Soldiers or police officials who died in the line of duty
  • A soldier, police officer, or fire-fighting official who died while performing duties or training directly related to the defense of the nation, ensuring public safety, or protecting the lives and property of citizens (including those who died from illness)
  • For firefighting officials, this applies to those who died on or after June 30, 2011, the date of the amendment and enforcement of the Act on the Honorable Treatment of Persons of Distinguished Service to the State (those who died before June 29, 2011, are compensated equivalently to soldiers or police officials who died in the line of duty only if the death was related to fire suppression, rescue, or emergency medical duties)
Soldiers or police officials wounded on active duty A soldier or police officer who, during training or the performance of duties, sustained an injury or disability (including occupational diseases), was discharged or retired, and whose injury or disability was rated as Grade 1 to 7 in a physical examination conducted by the Minister of Patriots and Veterans Affairs
Recipients of the Order of Military Merit Recipients of the Order of Military Merit (Taegeuk, Eulji, Chungmu, Hwarang, and Inheon Orders of Military Merit)
Recipients of the Order of National Security Merit Recipients of the Order of National Security Merit (Tong-Il Medal, Gugseon Medal, Cheonsu Medal, Samil Medal, and Gwangbog Medal)
Student soldiers in Japan who
volunteered for the Korean War
A citizen of the Republic of Korea who was residing in Japan and voluntarily enlisted in the Republic of Korea Armed Forces or United Nations forces between June 25, 1950, and July 27, 1953, participated in the Korean War, and was discharged (excluding those discharged due to dismissal or sentencing)
Persons who died in the April 19 Revolution A person who participated in the revolution around April 19, 1960, and died
Persons wounded in the April 19 Revolution A person who participated in the revolution around April 19, 1960, sustained an injury or disability, and whose injury or disability was rated as Grade 1 to 7 in a physical examination conducted by the Minister of Patriots and Veterans Affairs
Persons of merit for the April 19 Revolution A person who participated in the revolution around April 19, 1960, is not classified as a deceased or injured, and was awarded the National Foundation Medal
Public officials who died on active duty A public official, as defined in Article 2 of the State Public Officials Act and Article 2 of the Local Public Officials Act (excluding soldiers and police officers), or an employee covered under Article 2 of the Enforcement Decree of the Public Officials Pension Act, who died while performing duties or training directly related to the protection of citizens’ lives and property (including death due to illness)
Public officials wounded on active duty A public official, as defined in Article 2 of the State Public Officials Act and Article 2 of the Local Public Officials Act (excluding soldiers and police officers), or an employee covered under Article 2 of the Enforcement Decree of the Public Officials Pension Act, who sustained an injury or disability (including occupational diseases) during the performance of duties or training directly related to the protection of citizens’ lives and property, and who retired with such injury or disability, which is determined to correspond to a disability Grade 1 to 7 according to a physical examination conducted by the Minister of Patriots and Veterans Affairs
Special contributors to national and social development, or special contributors who died in the line of duty or were wounded Among those who have made significant contributions to national and social development: those who died in the line of duty related to such contributions, those who sustained injuries, and those designated by the Cabinet as eligible under this Act for their contributions (in the case of injured individuals, whose disability is assessed by the Minister of Patriots and Veterans Affairs and rated as Grade 1 to 7)
Compensation for civilian-military employees involved in battle Civilian military employees or public officials dispatched abroad for military purposes, journalists accredited by the government to accompany military operations, those mobilized under the former Wartime Labor Mobilization Act, members of youth corps, local defense forces, firefighters, volunteer firefighters, student soldiers, or other patriotic organizations who died in combat or similar acts; individuals who sustained injuries and were medically recognized to have died from those injuries before submitting a registration application; and those who sustained injuries and whose condition is assessed as Grade 1 to 7 in a physical examination conducted by the Minister of Patriots and Veterans Affairs—are recognized as soldiers or police officials who died in action, were wounded in action or on active duty, or died in the line of duty
Veterans recognized in accordance with separate or specific laws Individuals such as combat police officers, security prison guards, volunteer firefighting officials, local reserve force members, civil defense members, and public service personnel who have died or sustained injuries, and who meet the conditions specified in the relevant laws as well as the conditions outlined in the Act on the Honorable Treatment and Support of Persons of Distinguished Service to the State, are recognized as soldiers or police officials who died in action, were wounded in action or on active duty, or died in the line of duty, and are registered accordingly
Application mutatis mutandis to June 18 Wounded Freedom Seekers North Korean military personnel or civilian military employees who were taken prisoner by the Republic of Korea Armed Forces or the United Nations forces between June 25, 1950, and July 23, 1953, and who meet certain conditions, are entitled to compensation equivalent to that of soldiers and police officials wounded on active duty

Spouse (1st priority)
  • Including de facto spouses (referring to partners in a common-law marriage)
  • Spouses or de facto spouses who, during or after their marriage or common-law relationship with the relevant person of distinguished service to the state, have been married to or in a common-law relationship with another person are excluded
Children (2nd priority) An adopted child is considered a child of a person of distinguished service to the state only if the person has no direct descendants, and only one adopted child is recognized as such
Parent (3rd priority)
  • Only applies if the person raised or supported a person of distinguished service to the state
  • When the father’s spouse and biological mother, and the mother’s spouse and biological father, are different individuals, the one who primarily raised or supported the person of distinguished service to the state shall be recognized as the legal parent
  • Among the parents, priority is given to the one who primarily raised or supported the person of distinguished service to the state

    Recognition of the father’s spouse: the stepmother or adoptive mother under the former Civil Code is renamed as “father’s spouse.”

Grandparents without direct adult descendants (4th priority)
  • If it is deemed that there are no direct adult descendants:
    • A person with a disability as defined in Appendix 2 of the Enforcement Decree of the Act on the Honorable Treatment and Support of Persons of Distinguished Service to the State
    • A person serving as a soldier on active duty during the mandatory service period
  • Persons included as soldiers on active duty:
    • Persons conscripted as non-commissioned officers or as full-time reserve service members without having volunteered
    • Persons called up as public service personnel pursuant to Article 26, Paragraph 1, Subparagraphs 1 (administrative and other support duties required for public purposes by the State or local governments) and 2 (support duties for economic, social, and cultural development under the International Cooperation Personnel Act) of the Military Service Act
    • Persons falling under Article 24 (Riot Police Officer) and Article 25 (Security Guard of a Correctional Institution) of the Military Service Act
A minor sibling with no direct ascendants under the age of 60 and no adult siblings (5th priority)
  • Cases where, even if there are direct ascendants under the age of 60 or adult siblings, they are deemed to be absent
    • When such persons are either disabled to the extent that they are incapable of maintaining a livelihood or are serving as active-duty soldiers during their mandatory service period
